Foreign Ministry: Attempts to speculate on the Budapest Memorandum irresponsible

Attempts to speculate on the theme of linking the Budapest Memorandum with the subject of the NPT baseless and irresponsible, said the Director of the Department on non-proliferation and observation arms of the Russian foreign Ministry Mikhail Ulyanov.

With regard to the NPT, there is one obligation: that the signatories of the Memorandum will not use or threaten to use nuclear weapons against Ukraine. We didn't do it. Everything else that is written in the Memorandum to the NPT. For this reason, Attempts to speculate on this information, in my opinion, are completely irresponsible. They only shake the nuclear non-proliferation regime... we Believe such Attempts irresponsible, what we say and at the Symposium, " said Ulyanov. Before Ulyanov said that the loss of Ukraine's territorial integrity was a result of internal processes in the country to which Russia's commitments under the Budapest Memorandum. The Budapest Memorandum was signed on 5 December 1994 the leaders of Ukraine, USA, Russia and the UK, confirming on Ukraine of provisions of the final act of the CSCE, the UN Charter and the Treaty on the non-proliferation of nuclear weapons as non-nuclear-weapon States party to the Treaty.
