"the draft law on local elections is a simulation event, as you know, is completely contrary to the Minsk agreements. They (the Ukrainian Authorities - ed.) do not have the opportunity (Without discussion with DPR and LPR) to either change the Constitution or to adopt a law on local elections - all this must be agreed with us. Without the consent of all these actions do not have any character, " Purgin said.
