Roman Abramovich has lost his crown as Russia`s richest man despite adding ё2.8billion to his fortune in the past year.
The Chelsea owner was overtaken by metals moguls Oleg Deripaska, worth ё14.3billion, and Alexei Mordashov, worth ё12.25billion.
Forbes magazine put Mr Abramovich`s wealth at ё12.15billion - up from his ё9.35billion in the 2007 survey.
Mr Deripaska controls aluminium producer United Company Rusal.
Mr Mordashov, 42, is majority owner of Severstal, Russia`s largest steel maker.
Forbes said the country`s oil and gas billionaires were giving way to those who made their fortunes in metallurgy, finance and property.
This follows the bankruptcy of oil giant Yukos and the strengthening of the state`s position in the energy sector.
The list contains 110 billionaires, in U.S. dollar terms, up from 60 just a year ago. Forbes said this is partly due to the fall in the U.S. currency, as well as the sharp rise in the price of Russia`s top export commodities.
