The mechanism of pension charges will not be changed. Ministry of Public Health and Social Development of the Russian Federation has denied the information on possible cancellation of funded part of pension in the near future.
Not long ago some mass-media got the information about department initiative to change formation of pension charges. Only two first from three obligatory parts of pension should remain (base, insurance and funded). The funded part should be formed on a voluntary basis. Now it depends on allocations by the employer of insurance payments and the income of investment of this part of labour pension.
General director of management company Finam Management Andrey Shulga considers that such decision of a problem with pension payments is the most simple in current conditions, however taking into account a developing demographic situation it seems unlikely that future generations will be able to support us. "In my opinion, the initiative of Ministry of Public Health and Social Development will mean return to the distributive pension system existing before 2003 (as a matter of fact, Soviet), and will actually put an end to pension reform on which large money means have been already spent. Besides, return to distributive system is not proved also because then the time was different and the demographic situation was another. Solvation of this question will take much time, as this question was discussed even in 2007 by Michael Zurabov", - the expert concludes.
Officials at Ministry of Public Health and Social Development have also confirmed the decision - not to hasten yet. In the nearest months all complexities with inheritance of pension savings will be settled in a legislative order, wider opportunity of using various pension products will occur. Thus, it is a question of adjustment of existing system without changes of its key parametres.
According to analysts at the moment pension reform moves ahead very slowly in the country. Inflation destroys all pension savings of Russians. Though the institute of voluntary со-financing could improve the situation somehow. So, since autumn last year citizens who wished to put additional means to the pension account, were allocated by the state with additional sum in the ratio 1:1. But these measures as it has appeared, were insufficient for popularisation of provisions, and the economic crisis has deprived many citizens of free money means.
