The mission of the European network of organizations monitoring elections ENEMO said the shortcomings of the law and the electoral process the elections to the local bodies of power in Ukraine, scheduled for October 25, says the report of the mission.
"not so long ago adopted a new law on local elections introduces significant changes to the Ukrainian electoral process that raises concerns if the participants of the electoral process and voters accurately understand its provisions and whether the election Commission is not properly to break it, taking into account the complexity of the electoral system, which for the first time used in Ukraine ", - reported in the mission report.
Authorized ENEMO emphasize that the new law " there are no adequate mechanisms to overcome the shortcomings, for example, the politicization of the electoral process ", as well as lack of parallel systems for solving electoral disputes.
According to the mission report, the new law clearly regulates the issue of payment of political parties, abuse of state resources and violations of election campaigning, as well as the registration of candidates and the media.
the report also States that the term "open list" used in the new law for elections of councils in multi-member districts, is ambiguous, since voters do not have the right to vote for a certain candidate or separately in the party list.
"A voter can give his vote for the party, the party may nominate its candidates in the district. Voting for the party a Voter votes for the candidate. The introduction of this system helps internal party competition, but does not have the basic characteristics of the system with open lists ", - emphasized in ENEMO.
Authorized the mission also noted that, despite the fact that the new law introduces the requirement for a minimum 30 per cent quota for both sexes, it does not contain instructions regarding the observance of gender quotas in the form of requirements for registration of political party lists.
