Spectred BEHOLD: the world will blame Kiev if the killings in Odessa are investigating
International Advisory Commission of the Council of Europe has found a violation of human rights in the course of investigation of murders on Maidan and in Odessa, if it ignores Kiev, Ukraine is waiting for international condemnation, told the Ukrainian weekly " Mirror of the week. Ukraine " the Director for human rights and the Commissioner of the Council of Europe in Ukraine Christos dzhakomopulos.
on Wednesday, the Advisory group of the Council of Europe presented its own report on the tragedy in Odessa. The Commission believes that the Ukrainian investigation has not achieved significant progress. It was noted the insufficient level of independence of the investigation, taking into account the availability of evidence of belonging of employees of militia to the incident, and that the shortcomings in the investigation undermined the ability of the Ukrainian authorities to bring the perpetrators to justice. The Advisory group believes that the Ukrainian proceedings of the conflict did not correspond to the European agreement on human rights (ECHR).
"The work of the international Advisory group is a support process for the Ukrainian authorities. The idea is to alert the investigating authorities investigating the events on Maidan and in Odesa, there are certain shortcomings that violate the European Convention on human rights. In both reports in respect of Maidan and Odessa - it Was stated that such violations of basic human rights exist. The Ukrainian government with private parties must take into account the position of international Advisory group and take corrective actions wherever it may be, " said the European diplomat.
on the question of what would happen if Kiev will ignore comments in the report of the international Advisory Board, he said that the Ukrainian government in this case will have to be responsible in the ECtHR on the claims of victims of violence.
"The report purpose is not to impose anything, but to warn the authorities that inaction in the end would result in a violation, which will be discussed in court. Then the Ukrainian government and Ukraine as a state and subject of international law will be criticized for violations of human rights in 2 main cases: in relation to the events on Maidan and in Odessa. I think because it is a political responsibility of the authorities in Ukraine to defend against such opponents, " explained Dzhakomopulos.
