The Russians will be allowed to smoke on the terraces

A bill that would allow Smoking on the terraces, pubs and restaurants, submitted to the Duma. The document proposes to allow Smoking in outdoor venues, without complaint against the fine.

The organizers of the application made by the deputies of the "Fair Russia" headed by the head of the faction Sergei Mironov. The document proposes to grant the right owners of the premises allocated for cafes and restaurants allow guests to smoke located in the open air loggias. In the explanatory note to the draft law the deputies report that this practice is common in some European countries, even in Estonia and the Netherlands, and is not contrary to the framework Convention of the world health organization on struggle against cigarettes, RIA Novosti reported.

Also, they believe that this change will allow to provide realization of the rights of a significant number of smokers violence. Deputies of the amendments propose to use norm on ensuring special places in the open air and isolated premises for Smoking for persons with disabilities who have difficulties in walking.

Previously, the CPS was released specialized clarification on how the norms of the anti-tobacco law. The Department says that the law Smoking is limited on summer terraces of restaurants, also in non-stationary cafes, if they are equipped bar counters or storefronts.
