On Thursday the European Commission will announce proposals for action against Russia in the spheres of defense and access to financial markets, said the head of the diplomacy of the European Union Catherine Ashton at a press conference after a meeting of the Council of foreign Ministers of the EU countries. " We have asked the European Commission and the foreign office to prepare proposals for action, including actions in such areas as access to capital markets, defence, dual use goods, sensitive technologies, and among them, in the energy sector. These proposals will be presented on Thursday, " she said. On Tuesday the head of the EU foreign Ministers have postponed a decision on sanctions, related to the situation around Ukraine, until Thursday. In addition, the head of the EU countries have until 1 August have the opportunity to spend time in Brussels an extraordinary summit on the issue of sanctions against Russia.
