Because of breakdown on South Sakhalinsk heat power plant, which occurred on Sunday evening, 2/3 of South Sakhalinsk population - 140 thousand people - stayed without heating supply. Shortly before midnight heat chamber of the boiler broke down and the latter was stopped for fault removal. Administration of South Sakhalinsk assures that city heating supply lines will not freeze because temperature stays above zero during daytime.
The same night a cyclone from Japan Sea struck Sakhalin and cut off transport communication with the continent and Kuriles. The cyclone has brought wet snow and gusty wind. The airport of South Sakhalinsk closed down because of runway icing. Automobile traffic is complicated in central part of Sakhalin because of snowdrifts.
The cyclone interrupted service of sea ferry-boats. In the view of storm warning all ships of Korsakov port were placed on outer anchorage. None of Sakhalin ports can serve as a shelter during the storm.
The highest wind rate was recorded in cape weather monitoring station in Sakhalin and came to 22-25 m/s.
