Russian MPs are preparing a draft law, according to which drug use can become a criminal act. It is noted that the townspeople, confessing in this and agreed to healing, will be able to avoid prison.
Deputy Chairman of the party "Fair Russia" Oleg Nilov has prepared a draft law introducing changes in the article "On narcotic drugs and psychotropic drugs" of the Criminal code of Russia. The essence of the innovations contained in the fact that people who use drugs would be treated as criminals. In addition, the document takes into account the appearance of the Criminal code of the article "the use of narcotic or psychotropic drugs without prescription doctor".

Note among other things, that innovation takes into account the situation, when suffering from addiction the person is applying for support. A new article will contain a note stating that the person voluntarily applied in the medical-labor organization (LTO blocks), acting drug treatment unhealthy addiction, in connection with the use of narcotics or psychotropic drugs without prescription doctor or gave informed consent to medical intervention for the implementation of treatment in LTO blocks, shall be exempt from liability.

The MP said that the latest bill is not perfect yet, but it will be refined to further assist the society to cope with such a problem as addiction. Nilov recalled that, in accordance with the applicable legislation, persons detained for the use of narcotic drugs, punishable by a fine in the amount of about 5 thousand roubles or administrative arrest, but can avoid this by agreeing to voluntary rehabilitation.
