The new military doctrine of the Russian Federation, which will be adopted before the end of the year, will not contain provisions on preventive nuclear strike.
Under discussion in the expert community stubbornly expected the idea to strengthen the updated military theory position about the possibility of delivering nuclear strikes on areas of potential aggressor or groups of States, but from these objectives, it was decided to recant.
Neither working nor in the new Russian military theory there are no provisions for preventive nuclear strike. "Article on the application of the Russian Federation of nuclear weapons in the project fresh military theory remains the same," said a senior adept of the Russian Security Council.
In the article of Military theory, adopted on 5 February 2010, explains: "Russia reserves the right to use nuclear weapons in response to the application against it and (or) its allies with nuclear and other weapons of group loss, and in case of aggression against Russia with the use of simple weapons when threatened the very existence of the country." The decision to use nuclear weapons is made by the President of Russia, the document says.
Previously Deputy Secretary of the security Council Mikhail Popov claimed, introducing the draft of a new military theory that the document will not knowingly fresh provisions. According to him, it is only an updated version of the old theory, taken in connection with the configuration of certain foreign policy moments, RIA Novosti reported.
That before the end of the year Russia will be updated military doctrine, announced in early September, Secretary of the security Council Mikhail Popov. It was noted that the proposed configurations will prepare short-term interagency working group formed by the apparatus of the security Council. Some politicians and experts expressed the opinion that in sophisticated military theory should be called a potential rival and, specifically, to calculate the conditions for a preemptive strike Russian nuclear deterrence forces.
