The action plan for Ukraine to 2015 - 2017 is a mutual proposal of the Council of Europe and the Ukrainian authorities. It is intended to support Ukraine in implementing its statutory obligations to the Council of Europe. It focuses on the solution of fundamental questions relating to human rights and the rule of law in the country. The document reaffirms the commitment of the Council of Europe to assist Ukraine in its reforms in the field of human rights, the rule of law and democracy.
The plan reflects the priorities of the country and the problems identified in the latest conclusions of the Council of Europe resolutions and recommendations concerning Ukraine. In addition, He relies on the advice of PACE, Commissioner for human rights of the Council of Europe, Venice Commission, the European Department for the prevention of torture (CPT), the framework Convention on national minorities.
