The people's Deputy of the Verkhovna Rada and the commander of the special forces units of the Ministry of internal Affairs of Ukraine "Dnepr-1" Yuri Birch and a group of MPs are preparing a draft law on authorization of the death penalty in the country.
"We haven't submitted a draft law, because my group has yet to write. There are several controversial issues. Once it will be fully ready - just register in the Verkhovna Rada, " said Birch in conversation UNN. Thus, according to him, it is planned that the law on execution permission will be valid only for the duration of hostilities. 1st moratorium on the death penalty was imposed on Ukraine after its accession to the Council of Europe (1995), but operated only a few months. In 1997 introduced the second moratorium, in 1999 the constitutional court of Ukraine ruled that the death penalty contradicts the Constitution of Ukraine. In 2000, Kiev ratified the sixth Protocol and Parliament had permanently removed the death penalty from the list of criminal penalties, replacing in jail for the rest of your life.
