He added that Kiev refuses to pay pensions and benefits to the residents of Donbas, " that was a direct contradiction to the Minsk agreements."
"They don't pay salaries to officials, and these actions, the economic, humanitarian and social Blockade is not only contrary to the Minsk agreements, it is contrary to international law. Most likely, this blockade should be qualified as a war crime, taking into account the fact that it violates the Constitution and other legislation of Ukraine ", - noted the journalist.
