Taking into account the opinion Lebedev these crimes should be exempted from the criminal liability and included in the category of administrative offences.

The chief justice stressed that this will reduce the number of sent cases to the courts for 300 thousand each year. "The draft law, prepared by the Supreme court, is expected to offences of lesser gravity, such as beatings, the use of falsified, an informal document and a number of other, translate the compositions of the criminal activities in the administrative punishable with the same punishment - a fine, correctional, or by compulsory works. Together with this, the chief justice reported that in recent years the number of cases on indictment of an offence of lesser gravity increased significantly. According to his statement, in the past year, such cases were received in respect of 330 thousand people and amounted to 46% of all cases considered by the courts, however in 2000 was 15% (in relation to 184 thousand).

"The nature, the degree of public danger of data cases sometimes excellent adequate actions and the results of a criminal record, can I say right, negative and inadequate minor offenses", - he added. Lebedev added that in addition it is necessary to increase the amount of theft, for which criminal liability is provided.

"At the moment is a thousand rubles. Expected to increase to 5 thousand rubles, and the substantial damage be considered theft not from 2,5 thousand, and 10 thousand rubles," - said Lebedev. With all of this, according to him, pickpocketing as part of an organized group will remain a criminal offence. Small theft, having regard to the opinion Lebedeva, can be translated into the category of administrative offences.
