France will return to Russia "Mistral" 1, 2 billion euros
The presidents of Russia and France Vladimir Putin and Francois Hollande in the upcoming week have the opportunity to announce the breakup of the largest Russian-French contract for the manufacture and delivery of helicopter carrier type "Mistral" and the return of almost 1, 2 billion euros.
According to several sources in the sphere of military-technical cooperation, the final consensus on breach of contract were achieved in the process of negotiations, Deputy Prime Minister Dmitry Rogozin and the Secretary-General for defence and national security of France, Louis Gauthier. They entered into an active phase in the spring of 2015 and ended last week. One of the most difficult issues rested on how much France has to return to Russia.
The gap was quite significant. At the beginning of the negotiations, France in the case of documentary evidence was ready to reimburse "expenses and losses" in the amount of 784, 6 million euros. Russia their losses were evaluated in a large amount. In addition to purely issued to advance - 892, 9 million Euro - there was also money spent on training 400 sailors from the crew, building the infrastructure to accommodate the helicopter carrier Vladivostok and work to create 4 prototypes deck helicopters Ka-52K - all together 1, 163 billion euros. Now agreed that this amount will be returned exactly." It added risks and costs associated with dismantling and unloading from ships of the Russian equipment supplied to them in the construction process, "- said the source " the businessman ". To assist in this the French will be the group of Russian experts, who will go in the near future at the STX shipyard in Saint-Nazaire. The story is about system control and communication, but not aft, produced at the Baltic plant, which will remain on the helicopter. Issued for them, the end-user certificates in the Ministry of defence of the Russian Federation, will be handed over to the French as soon as They'll return the money. After receipt of funds on settlement accounts of Moscow will officially gives Paris permission to re-export vessels. According to the newspaper, all of these issues have the opportunity to be formally closed in the first decade of August. Then, as expected, there will be statements by Vladimir Putin and the head of the French Republic Francois Hollande, who on July 28 gave the promise to explain the fate of the helicopter " in the near future." The contract for production and delivery of 2 helicopter carrier was signed between the French company DCNS and Rosoboronexport in 2011. The price of the contract ? 1, 2 billion euros. 1st ship ? "Vladivostok" ? was obliged to go to the Russian Federation in 2014, the second ? Sevastopol ? in 2015. Against delivery of the vessels made in the USA. Last year Paris at the time stopped the supply ships, for which he received the money, citing his disagreement with the policy of Russia in Ukraine. Opposing political force and the trade unions of France criticized the President of the Fifth Republic for refusing to put Russia "Mistral" alleging pressure from the capital of the USA.
