The political part of the Minsk agreements is not working, and a more difficult political position of the President of Ukraine Petro Poroshenko, who offered the amendment to the Constitution on decentralization of the country, despite the position of the nationalists, is the result of political processes in the country, said on the first day of the week in the evening, Russia's permanent representative at the EU Vladimir Chizhov.
"Constitutional amendments were proposed by the President without consultation (self-proclaimed leadership of Donetsk and Lugansk republics - ed), as was envisaged by the Minsk agreements. The political part of the Minsk agreement, unfortunately, it is not implemented because it provides the law on the special status, which must come to a common opinion of the government of Ukraine and government of these 2 areas, - said Chizhov, speaking at the debate on relations between Russia and the EU at the European forum Alpbach.
Chizhov said that the riots that took place on the first day of the week in Kiev in front of the Parliament, where they discussed a Constitutional amendment is an illustration of the internal contradictions of Ukraine.
"I realize that Poroshenko is in a very difficult position, which is the result of internal political processes in Ukraine since the coup of February last year, because he is obliged to rely on the forces that are nationalists. His room for manoeuvre is very limited, said the Russian envoy.
However, he clarified that in Accordance with the Minsk agreements, Kiev is obliged to come to a common understanding with the authorized DND and LNR on the content of about 10 laws, which then must be implemented equally in the interaction with them.
"The core problem, in my opinion, the inability or unwillingness of the Ukrainian government, including President Poroshenko, to sit down and talk directly with the authorized Donetsk and Lugansk
