A topic of possible constitution law revision according to which a citizen can not be elected on president position for the third term is often discussed in mass media lately. And finally Kremlin has found a comfortable way to leave Vladimir Putin in power after end of second term - this is the creation of new government to which Russian constitution can not be applied. Kremlin begins to discuss new for politicians apportionment - reunion of Russia and Kazakhstan that can cause a creation of government with a square of 88% from Soviet Union territory.
Kazakhstan - is sufficiently liberal country for Asia which has credit rating on Russian level and positive foreign commerce balance. Kazakhstan can not be compared with Russia in economics scale: gross domestic product (43 millions dollars) is 20 times less and population (15 million people) is 10 times less.
It is logical to go under guardianship of "big brother" and to solve part of internal and external problems at Russian expense. But ob December 4 there will be elections of Nursultan Nazarbaev on new president term. In Kazakhstan this term equals to 7 years. There are no real competitors there. In other words current president who is 65 years old now can be a head of independent state till 2013. There is no point to change such status on a second role in another country thought the bigger one?
This doesn?t make sense but in normal conditions. But Nursultan Nazarbaev has many enemies, and a revolution which took place in Kirgizia can be repeated in Kazakhstan. And his close businessmen have lost business. It would be safer for Nazarbaev to control Kazakhstan in the position of union government vice-president.
The relationships between Russia and Kazakhstan grow stronger very fast. Vladimir Putin meets Nursultan Nazarbaev more often than other colleagues. During last months there were visits on: April 8, May 17, June, July 6, August 27. A new visit is planned on October 6-7.
Kazakhs have 2 interesting proverbs: "There is no place for two sheep in one copper" and "Two fools are not the whole village". But Muslim Nursultan Nazarbaev and Orthodox Vladimir Putin are not foolish politicians. And if Russian president would like to keep his personal power (there are many who will convince him in that), "Kazakhstan variant" can be acceptable. Nursultan Nazarbaev is said to agree on vice-president position.
