The office of the high Commissioner of the United Nations for human rights (OHCHR) will publish on Thursday, the seventh report of the monitoring mission on the situation of human rights in Ukraine, which covers the period From 17 September to 31 October.
It is anticipated that the document will cover the following topics mass graves discovered at the end of September, Donetsk, as well as shelling of Donetsk and Lugansk regions using reactive systems of volley fire in early October, as reported by an independent organization Human Rights Watch. The results and the process of elections in Donetsk and Lugansk regions will be reflected in the upcoming, eighth report of the mission, because they took place after the current reporting period.
Another report of the monitoring mission of OHCHR, the United Nations, the world community was waiting impatiently. Officially the date of publication of the document for a long time was not announced, that there was no need then to explain the reasons for its possible transfer. In OHCHR gently spoke first about the first of November, then about the middle of the month and, eventually, on 20 November.
As it turned out later, the reason for such a long wait was that the Monitoring mission prepared the data for a period exceeding one month period of the previous reports. In addition, during this period of time was at least two high-profile events which occurred ought to declare in the document - location at the end of September, Donetsk mass graves and the message of Human Rights Watch about the shelling of Donetsk and Lugansk regions of reactive systems of volley fire in early October.
Comment OHCHR about the mass graves expected in the previous, sixth report of the mission, however, the document was discussed about the events that occurred prior to September 16. In addition, referring to such data, the mission considers it a priority to present only the facts, and does not evaluate the incident. How is it to know the Last news , and in the current report of the international observers also only dry will provide data about the fact that on September 23, in the vicinity of Donetsk were found in several graves. In 2 cases there is evidence of a holding penalty, what was previously stated by the assistant Secretary-General of the United Nations for human rights Ivan shimonovich.
circumstances With fire DND and LNR of systems of volley fire, specified in the report Human Rights Watch October 20, had already commented in the UN As " causing great concern ". So in the document monitoring mission of OHCHR, which will be shown on Thursday, we can hardly wait for deviations from Canon.
Of particular interest is the way in which the Monitoring mission will be to submit the facts about the events that occurred during the reporting period. First of Moscow has repeatedly criticized OHCHR for bias and partiality of the prepared documents. It is clear that this time the published report will be criticized from the capital of Russia, because it does not fully reflect the existing in Ukraine the Situation.
Monitoring mission of OHCHR in Ukraine, established in March to collect data on possible violations of human rights, has 34 specialist. It is presented in Kyiv, Lviv, Odessa, Donetsk and Kharkiv. Since April this year, the mission has already released 6 reports.
