Foreign Ministry: Attempts to speculate on the Budapest Memorandum irresponsible
Attempts to speculate on the theme of linking the Budapest Memorandum with the subject of the NPT baseless and irresponsible, said the Director of the Department on non-proliferation and observation arms of the Russian foreign Ministry Mikhail Ulyanov.
"I think that from the Ukrainians (at the upcoming NPT conference), this criticism undoubtedly will sound (as if the violation of the Budapest Memorandum). According to the calculations, it is possible that some Western States such information will pick up, although, as far as We are aware, a vast majority of Westerners are not configured to spin such information in the context of the review conference, "Ulyanov was quoted by RIA" Novosti ".
"But, anyway, we have a lot to answer for. The answer is quite simple: read the text of the Memorandum. With regard to the NPT, there is one obligation: that the signatories of the Memorandum will not use or threaten to use nuclear weapons against Ukraine. We didn't do it. Everything else that is written in the Memorandum to the NPT. For this reason, Attempts to speculate on this information, in my opinion, are completely irresponsible. They only shake the nuclear non-proliferation regime... we Believe such Attempts irresponsible, what we say and at the Symposium, " said Ulyanov. Before Ulyanov said that the loss of Ukraine's territorial integrity was a result of internal processes in the country to which Russia's commitments under the Budapest Memorandum. In the early winter of last year the Minister of foreign Affairs of Russia S. Lavrov Century said that the Budapest Memorandum did not contain commitments to recognize the coup in Ukraine. Remember, March 2, Deputy Minister of foreign Affairs Sergey Ryabkov said that Russia hopes that the review conference of the Treaty on the non-proliferation of nuclear weapons, which will be held in new York from 27 April to 22 may, to perform together with the United States for the strengthening of the Treaty's regime. We emphasize that in the spring of 2014, the Ministry of foreign Affairs of the Russian Federation stated the necessity of increasing responsibility for decisions about the withdrawal from the NPT in connection with the proposal of a number of parties of Ukraine to withdraw from the Treaty. The Budapest Memorandum was signed on 5 December 1994 the leaders of Ukraine, USA, Russia and the UK, confirming on Ukraine of provisions of the final act of the CSCE, the UN Charter and the Treaty on the non-proliferation of nuclear weapons as non-nuclear-weapon States party to the Treaty.
