Since July 2014, Kiev stopped the work of the Treasury and the national Bank of Ukraine, controlled by DND and LNR, stopped paying pensions and liposome, as well as wages to employees. According to the Minsk agreement, Kiev is obliged to restore the management of the segment of its banking system in the conflict affected areas.
