Natalia Dobrovolskaya. International system of humanitarian response cannot cope with the challenges, said the head of the international Department of the red cross (ICRC) Peter Maurer on the hearing in the European Parliament.

"You have the opportunity to observe that ever since the Second world war, there were not so many immigrants as it is today, and so many internally displaced persons as it is today," said Maurer.

"As a humanitarian organization, we not only try to cope with short-term needs, but more and more we become involved in long-term systemic conflicts," He said. The head of the ICRC cited the example of the Syrian Arab Republic and Iraq, in which collapse of the health system and education.
