Naryshkin: punishment against Russia could not be
Penalties against Russia would not be, if the parliaments of the countries of the European Union discussed them, said state Duma speaker Sergei Naryshkin.

"I think these sanctions (against Russia) would not be, if Western society discussed them, because they were adopted, in a sense, behind closed doors, in secret, despite the fact that punishment, by itself, affect a large number of economic agents, that is, plants in the Russian Federation, And, if you take Western Europe - in the European Union ", - Naryshkin said, speaking at the St. Petersburg international economic forum.

He added, because it is this means that they affect the desire of a vast number of voters And taxpayers.

"And for this reason, in my opinion, they were obliged to aluminates in the parliaments of the countries of the European Union. But this was not done And not planned. And if this happens, it is unlikely parliaments, being the most democratic governments, such could make decisions ", - He noted.

Western countries since March 2014 several times already imposed penalties because Russia's position on Ukraine. The last case of the use of such practices were the limits imposed in March 2015, when expanded sanctions list of the USA.
