The Commissioner advocates the admission of humanitarian aid to Eastern Ukraine
The Council of Europe's Commissioner for human rights Nils mui?nieks has advocated the admission of humanitarian assistance on both sides of the dividing line in the conflict zone in Eastern Ukraine.

during the visit, the Commissioner also agreed on the issue of birth certificates and passports of children born and living in areas that are now outside government surveillance. He said " security issues and the lack of effective surveillance over certain territories in the Donetsk and Lugansk regions of Ukraine ".

along with this, Muiznieks believes that the Ukrainian side should do all they can " in order to facilitate the access and protection of the right to freedom of movement of Residents and citizens of Ukraine living in areas that received damage from the conflict ".
