in the explanatory paper to the document indicated that in contrast from soldiers in Accordance with the legislative act entitled to keep and use weapons and special means, officials do not have the means of individual protection. "The purpose of the bill is the development of the necessary guarantees to ensure individual protection of public officials ", - stated in the explanatory Memorandum.

the legislative act provided the opportunity during the special period to provide officers with weapons, ammunition and special means of individual protection. According to the document, conclusion on the provision of arms and equipment would be taken by the authorized entity concerning each officer due to his personal statement, which contains data indicating the existence of a real danger for the life and health of that person and related to the performance of his official duties in the conflict area.
