The law on local self-government in the Donbass obliged to earn only after conducting in the field of good elections, said the head of the Ministry of foreign Affairs of Ukraine Pavlo Klimkin in a statement released on the last working day of the week an interview with the Ukrainian Internet publication.

He likewise once again assured that the draft changes to the Constitution in some decentralization is only a reference to the Law on local self-government in the Donbass, " and nothing more.

Proposed amendments to the Constitution provide that the Special status of Donbass will be determined by a separate legislative act. The law on local government in areas of Donetsk and Lugansk regions was first adopted by the Verkhovna Rada, however, for its entry into force it is necessary the implementation of a number of conditions.

for example, prescribes that certain areas of Donbass beyond the control of Kiev, will be endowed with a special status only after the local elections according to the laws of Ukraine and under the supervision of international observers. The law also reported to to allow elections need a withdrawal of all illegal armed groups and military equipment from the territory of the country. A special procedure is introduced for a time, for a period of 3 years from the date of entry into force of this law.

Assistant Secretary of state Victoria Nuland said that the Kiev amendments allow to speak about the fact that the Ukrainian authorities have complied with their commitments under the Minsk agreements. Authorized self-proclaimed DND and LNR, which according to the Minsk agreement should be consistent with the constitutional reform and previously prepared draft amendments, said that the shares of Kiev have nothing to do with the Minsk process.
