The chief justice stressed that this will reduce the number of sent cases to the courts for 300 thousand each year. Together with this, the chief justice reported that in recent years the number of cases on indictment of an offence of lesser gravity increased significantly. According to his statement, in the past year, such cases were received in respect of 330 thousand people and amounted to 46% of all cases considered by the courts, however in 2000 was 15% (in relation to 184 thousand).

Lebedev added that in addition it is necessary to increase the amount of theft, for which criminal liability is provided.

"At the moment is a thousand rubles. Expected to increase to 5 thousand rubles, and the substantial damage be considered theft not from 2,5 thousand, and 10 thousand rubles," - said Lebedev. With all of this, according to him, pickpocketing as part of an organized group will remain a criminal offence. Small theft, having regard to the opinion Lebedeva, can be translated into the category of administrative offences.
