Four judges of the constitutional court of Ukraine Serhiy SAS, Nicholas Miller, Michael Gulity and Igor Sidenko, expressed their individual opinions on the issue of changes to the Constitution in terms of decentralization, and the rules on special order of local government in certain districts of Donetsk and Lugansk regions.
So, judge Miller emphasizes that the bill proposes to add section XV "Transitional provisions" of the Constitution Clause 18 as follows: "the Peculiarities of local government in certain districts of Donetsk and Lugansk regions are defined by a separate legislative act ", UNIAN reports.
