Hg: the escalation in the Donbas does not mean the failure of the " Minsk-2 "
Deputy head of the special monitoring mission (SMM) of the OSCE in Ukraine Alexander Hg believes that the intensification of the conflict in the East of the country does not mean the failure of the Minsk agreements on the settlement of the fall.

"In itself, the Treaty failed. But the fact that both parties to the conflict do not adhere to the stipulated agreements, it is a fact. To say that the Treaty is " dead ", it would be too early. Measures and processes provided for in the agreements operate on a small scale, " said Hg in the interview to the German newspaper, answering the question of whether the escalation in Eastern Ukraine mean the collapse of the Minsk agreements.

According to Haug, the observers, for example, it is possible to achieve a ceasefire in the short term, to carry out repair works of water supply or to transport humanitarian aid.

Hg said that Minsk consensus is still possible to bring to life in full scale." The ceasefire and withdrawal of weapons do not depend on the OSCE, and from the warring parties, which are obliged to follow the rules which they pledged to do ", - said the Deputy head of SMM.

earlier in the week the Deputy head of mission travelled to Donetsk, during which, according to his statement, confirmed the use of both sides used heavy artillery, for example, multiply charged missile launchers type " Grad ".

Hug also said that the work of observers is complicated by the unwillingness of the parties to the interaction with the mission." They won't let us through the checkpoint. We have no choice but to send our civilian observers back to base, " he said.

The military operation against dissatisfied with the coup d'etat of residents of Donbas lasts more than a year. At the talks on February 12 were achieved consensus on stopping the fire, the withdrawal of heavy weapons, introduction to the Constitution of Ukraine changes on decentralization of power and the consolidation of the special status " of certain districts of Donetsk and Lugansk regions ".
