"Prostitution requires a civilized state regulation, consolidation of social guarantees of prostitutes, as well as additional source of revenues. The lack of current state regulation leads to, for example, the development of the sphere of human trafficking, forced retraction, as well as among them minors, in the sex business " - written in the explanatory paper for the law.

As noted, the legal uncertainty of the scope of prostitution and the sex establishments is an integral part of criminal business, and the state budget does not receive income from prostitution in the form of taxes and other payments.

because of this, the Creator of the bill proposes to establish the scope of the regulation of prostitution and the sex establishments according to the norms that are generally accepted and applied in most European developed countries, including the establishment of social guarantees for prostitutes and the legal definition of the sex establishments.
