According to the representative of DND in Minsk Denis Pushilin, the holding of local elections within the Republic is based and the implementation of the Minsk agreements unilaterally.

The Ukrainian Government has appointed elections to local authorities on 25 October. The Authorities of the self-proclaimed LNR appointed local elections on November 1, but in DND they are required to pass on 18 October. Kiev previously declared the holding of elections on uncontrolled territories in Donbas as illegitimate and said that their implementation would mean the withdrawal of militia from Minsk process and the outcome. The Russian foreign Ministry believe that the decision of the DND and LNR to hold elections does not mean that there is no chance for dialogue with Kiev.

"For us the position of the elections is absolutely justified. For us it is the implementation of the Minsk agreements in full manner ", - said Putilin correspondents.
