The US Ambassador to NATO Douglas Lute does not expect the Russian Federation will be declared an enemy of the forthcoming meeting of foreign Ministers of the Commonwealth.

"The Ministers will discuss how to interact with Russia. We do not expect the calls to officially declare the Russian Federation as an enemy.
