"The key question is whether Duterte to cancel our access to our bases in the Philippines," said Robert manning, senior fellow at the Atlantic Council.

The Obama administration created the initiative on Maritime security with Southeast Asia, with a major role for the Philippines, which aims to assist countries, who resist Chinese pressure as Beijing aggressively pursues territorial claims in the South China sea.
