The United States and Russia can not agree about Syria 7 days after a fragile cease-fire took effect in Syria, tensions between Moscow and Washington strained, blocking any prospect of a lasting peace.

The last cease-fire had provided some respite from violence in the civil war, which claimed an estimated life of 430 thousand people in 2011 and caused an international crisis. But there have been numerous reports of violations, the Russians and the Americans said that the other party does not fulfill its obligations.

It is unclear how long the agreement after his last entry into force at 11.59 local time Sunday (4:59 p.m. Eastern time). Warplanes launched several attacks on rebel bases in Eastern Aleppo on Sunday, killing at least one woman died and many people were injured, according to the British Syrian Observatory for human rights (SOHR).

The attack took place the day after the strikes of the US-led coalition killed dozens of Syrian government troops, which caused a diplomatic storm. The ceasefire was to give the opportunity to deliver humanitarian aid to the Syrian people. Deputy UN Secretary for humanitarian Affairs and emergency relief, Stephen O'brien, said that "humanitarian assistance must remain neutral, impartial and free from political and military programs."

The convoy of the United Nations have yet to cross into Syria from Turkey, and safely reach Eastern Aleppo, where up to 275 thousand people remain trapped without food, water, adequate shelter and medical assistance, said O'brien in a statement Monday.

"The people of Syria have suffered greatly. Millions of Syrian civilians continue to face appalling hardship and violence, especially trapped in the besieged and inaccessible areas," he said.

The United States expressed regret over the bombings, saying they were intended for militants ISIL militants, and that if they attacked Syrian troops it was an accident. Australia claims that its aircraft were in the number of international aircraft involved in the operation, and expressed condolences to the families and friends of the victims.

Russia and Syria have, in turn, said that the attacks proved that Washington and its allies are sympathetic to ISIS.
