Evgeny Tunik: "I Hope that the establishment of Handicraft card can help speed up the process of legalization of artisans" In the State Duma of the Federal Assembly of the Russian Federation introduced a bill to legitimize the craft activities and the establishment of the handicraft chambers in Russia. A legislative act involves the definition of activities falling under the category of handicraft, as well as legal status. He also sets requirements for businesses to carry them to the category "subject of trade".

Chairman of the Board of Directors of the Institute for the analysis of political infrastructure Tunik Evgeny believes that this bill will help to identify the artisans as a category of entrepreneurs, and bring millions of people out of the "gray zone" economy.

"According to various experts on the territory of the Russian Federation are more than 5 million people working in various craft activities. Many of them still do not pay taxes and are in a gray area of the economy. Parliamentarians are still in 2014 are trying to legitimize them, trying different ways to legally identify the craft case as a class enterprise.

The very craft movement in Russia began in 1993, when there was the first very effective, in my opinion, the law on handicraft activities. The act gave the artisans the right of priority to rent the premises, the low rents and other incentives, however, since much of the legislation has changed and engage in craft activities became much more difficult.

I hope that the establishment of the chamber of crafts will help speed up the process of legalization of artisans, because in fact, as long as they are not registered, they will not have pensions, they can't count on any help from the state, they can at any time come to police and say that they are working illegally and evading taxes," said Tunick Evgenij.
