"We are still waiting for the official position of North Korea," - said at a briefing on Thursday the representative of the Ministry of defense of South Korea, moon sang-Gyun. "The administrative preparations for the negotiations from our side is in full swing and is running smoothly". The news came amid U.S. suspicions that North Korea may be preparing for a new missile test, and, as the representatives of the American defense, a North Korean submarine were spotted in international waters.

The offer of talks was held in the same month, when North Korea said it conducted its first successful test of an Intercontinental ballistic missile (ICBM), long-range weapons that can reach Alaska.

Shortly after this test, the President of South Korea, moon Jae-In said he was willing to meet North Korean leader Kim Jong-UN "anytime and anywhere" - if circumstances permit. This week the moon's Cabinet issued a development plan policy on a five-year term, saying that it hoped to achieve "complete denuclearization" by 2020.

"We'll come up with a comprehensive plan of talks on denuclearization, which will lead to the freezing of nuclear weapons and the full utilization of nuclear programmes. We will resume the negotiations on the comprehensive denuclearization", the report says.

If these conditions are met, South Korea is ready to sign a peace Treaty with the North, according to the report. Both countries technically are still at war because the military action during the Korean war ended with an armistice, not a formal peace Treaty.
