The corresponding request was sent to the Ministry of internal Affairs people's Deputy Ivan Sukharev.

According to the initiative, responsible drivers will be able to register in a special lottery, the prize Fund of which is formed of violators paid fines. Sukharev noticed that it is advisable " to conduct the same experiment in the Swedish capital of Russia ", and in case of victory, implement the system across Russia.

Another measure of promoting law-abiding drivers should be the liberalization of insurance fees, proposed by the Ministry of Finance. Her 1st stage could begin in the summer.

Submitted to the government the document provides for discounts on insurance for careful drivers, and, conversely, increased odds for drivers who have committed serious traffic violations.
