MOSCOW, November 10 -- The State Duma passed draft laws that restore military confinement for army servicemen.

The draft laws provide for disciplinary arrest as punishment for gross offences such as absence without leave, failure to report on time without good reason, violation of the rules of combat duty or the handling of arms, as well as alcoholic or drug intoxication while on duty.

The documents say such punishment may be used in extreme circumstances. Delinquent servicemen will be placed in detention quarters.

The decision on arrest will be made by the garrison judge in accordance with the Military Regulations. The commanders of military units will be empowered to refer relevant cases to the judge. Arrest will not be applied to officers and servicemen who have not taken the oath, as well as to female military personnel.

A serviceman can be held in confinement for up to 30 days, in aggravating circumstances up to 45 days.
