Law project was introduced by group of delegates from "Unified Russia" party, including vice-speaker of State Duma Oleg Morozov, vice-speaker Vladimir Katrenko and vice-speaker Vladimir Pekhtin.

This law suggests strengthening of vertical of organs that regulate tariff levels on housing and communal services.

State authorities of Russian subjects intend to set maximum levels of tariffs and maximum indexes of tariff change at municipal institutions. Federal organs of executive power which are in charge for tariffs` set should control tariff politics of Russian Federation subjects and have right to cancel decisions of regional power.

He also noted that maximum levels of tariffs should vary for different Russian subjects depending on their climate and economic situation.

"For 3 last years Russian citizens began to pay 3 times more but this increase in price didn`t influence quality of services and technical equipment of housing and communal complex organizations". Communal infrastructure system demands cardinal modernization and renewal.
