"Central bank" intends to investigate causes of fire, started yesterday on Krasnoe Znamya prospect in Vladivostok.

This was informed today by director of Far East Russian Central bank Valery Pytnev during press-conference .

In his opinion, tragedy took place because of late report about the ignition. "By our information, ignition happened between 6-th and 7-th floors in the right side of the building. If message about fire was on time, all people could be evacuated. But our officials found out about fire, when they were cut from staircase by flame. Responsibility lies on the owner of the building, who allowed tenants to block ways of evacuation in case of emergency.

Moreover, I expected rescue services to be more effective. I will not estimate work of rescuers but somebody should answer for death of 9 people", - said Valery Pytnev.
