The Ministry of economic development has developed a draft resolution of the government introducing duties on imports into the Russian Federation subjects with Ukraine. Ukraine signed the economic part of the agreement on Union with the EU on 27 June, which involves zeroing of import duties. Moscow has many times stated that in case of Ukraine's entry into a free trade zone with the EU, Russia will have to protect its own domestic market on a duty-free flow through Ukraine to European subjects. Based on article 62 of the Convention, which implies the termination or suspension of its activities in connection with a fundamental change of circumstances, the Russian authorities hope to cancel barrier-free relations with Ukraine. First of the Russian Federation submitted a proposal for Belarus and Kazakhstan adopt a resolution on a new regime for Ukrainian items. Russia planned to apply Annex 6 to the Agreement on the free trade area of the CIS. However, Russia has not found support from its partners in the Customs Union and, in accordance with the rules of the organization, has gained the right to act unilaterally.
