Putin signed law abrogative payments for incoming mobile calls Russian president Vladimir Putin signed the federal law "About introduction of amendments to article 54 of Federal law "About communication", which cancels payments for incoming calls on mobile phones. This was informed by press-service of government head.

The law was accepted by State Duma on February 8 and approved by Council of Federation on February 22. The law states:

"Telephone subscriber doesn`t pay for incoming call with the exception of cases when the call is realized: with help of telephone operator with payment at the expense of called customer, with use of appointed communication codes of access to telecommunications services, with telephone subscriber being beyond of Russian territory. The payment for local telephone calls is realized by subscription or time rate systems by choice of citizen-telephone user".

Presential federal law comes into force from June 1, 2006.
