The Crimean authorities have plans to create a procedure for voting in municipal elections on 14 September for those Residents of the Crimea, who for whatever reason will not be able to get a Russian passport.

The Crimea and city of Sevastopol became the Russian regions after the March referendum in which an overwhelming number of the population were in favour of secession from Ukraine and entry into the Russian Federation. Elections to the state Council of the Crimea will be held in a single voting day on September 14. They will be held under a mixed system: 50 deputies will be chosen by party lists, 25 - single-mandate majoritarian districts.
