Increased Russian activity in the Arctic is causing concern in a number of foreign countries. Russian President Vladimir Putin has stated that these concerns useless - Moscow's actions in the Arctic zone will be carried out exclusively within the scope of international law.

The restoration of the military infrastructure of the region will take place in the framework of security escorts and merchant ships.

The participants of the educational forum "Seliger-2014" had the opportunity to find out about Russia's intentions in respect of Arctic exploration from the mouth of the first person in the country. Vladimir Putin announced that Russia's plans included the revival of the infrastructure of the Armed forces and emergency services.

"Many perceive our activity warily, afraid of this activity. But we have already often said, that will work only in the scale of international law", - quotes RIA Novosti Russian favorite. However on power projects on the development of the region, however, will be implemented.

"This is our territory, we will revitalize the entire infrastructure of the military, infrastructure, emergency, even because we need to ensure the safe passage of convoys and ships on trade routes," explained Vladimir Putin to the participants of the forum "Seliger". The selection of the Arctic in a special region, directly subordinate to Moscow, and yet, not planned. In some embodiments, the powers of the Federal system can highlight some of the areas needing particular attention, in the Federal subordination. As noted, such case is not unique in the world. "In fact, we don't make much effort to do it, but such intentions we don't have", - said Vladimir Putin.

Power develops special alignment to regions that require attention. "Look, we have organized currently several regional ministries that are engaged in the development of the regions: Far East, on the North Caucasus, the Crimea and Sevastopol. We have yet to understand how it works," said the President.

According to Putin, the government formed the idea to organize the posts of Deputy Ministers who will be responsible for the development of individual regions. "But it is too early to draw final conclusions, we need to see how it works on individual lands", - stressed the head of the country.

Anyway, many of the issues of development of land need to be coordinated with the community that lives there, and not require on adopted in the Federal center solution. "You can do it subtly adjust from Moscow - is not convinced," concluded Vladimir Putin.
