The Ukrainian Parliament on September 16, adopted the law on special powers of local authorities and remedial measures in several areas of Donbass, the list of which will determine Ukrainian intelligence. According to the law, these territories are guaranteed the freedom to use any language and encouraged cross-border cooperation with Russia. The document also provides for the Amnesty of the parties to the conflict and the organization of 7 December local elections.
