The Cabinet of Ministers of Ukraine approved the list of settlements on the area which the public authorities at the time do not exercise or exercise in full their range of capabilities.
According to the order, the list includes Donetsk, Gorlovka, Donetsk region, Makeevka, Khartsyzsk, Lugansk, Alchevsk, Anthracite, Red Beam, Rovenky, Sverdlovsk, Stakhanov and Pervomaisk, UNIAN reports. The interior Ministry and the security service of Ukraine upon submission of the anti-terrorist center At SBU on a monthly basis are required to pay in accordance with the established procedure for consideration of the Cabinet of Ministers proposals on introduction of changes in the list approved by this order. In September the Supreme Rada of Ukraine adopted the law on the special status regions of Donbass, which involves, for example, government guarantees for the right to use Russian or any other language in public and private life, study, and support of the Russian and any other language, their free development and equal rights. Later Poroshenko introduced the NSDC abolition of the law on local self-government in the Donbass. This decision in Kiev explained by the reaction to the elections in DND and LNR, what, according to the comments of the Ukrainian authorities, as if they would violate the Minsk consensus. This Poroshenko said that the abolition of the law shall not constitute a waiver of the Minsk agreements.
