Mortgage loans in foreign currency should be banned. Consistent with the draft law was prepared by the Deputy Andrei Krutov, representing the "Fair Russia", according to "Izvestia". Also, the bill implies the limitation of mortgage rates from 2018.

The document indicates that "the interest rate on a mortgage loan is set at the time of signing the loan agreement and does not change throughout the crediting period, except when the rate is linked to consumer tariffs, not exceeding more than 2.2 percentage points".

According to Krutova, to this day, about 100 thousand people have money mortgage loans. The view was also expressed that the Civil code urges, that all foreign exchange liabilities were denominated in rubles.

Krutov added that currently the banks have passed on to borrowers all monetary risks, that is wrong. Also, during the crisis of the floating rate soared to 30 percent, in consequence of which even honest borrowers could not scrupulously to fulfill their obligations.

Earlier, President Vladimir Putin signed a decree that by 2018, the government is committed to achieving by the year 2018, interest rates on mortgages in the amount of inflation of 2.2 percent.
