At the meeting of the Presidium of the all-Russian athletics Federation (vfla) Balakhnichev said resignation and that delegates its powers Vadim Zelichenko. To this solution he came after a series of doping scandals with local athletes.

"I am perfectly familiar with the Charter. Maybe better than some. And I know that is the sole responsibility of the President. In consequence I made the decision to resign. I followed the Statute can pass their own powers 1 of the Vice-presidents. I accept the decision to delegate Vadim Zelichenko, which will deal with all matters of the Federation. According to TASS, the Presidium of wfla confirmed his resignation. With all this a year later Balakhnichev will be able to take the post of honorary President of the organization. Federation of athletics he ruled since 1991.

"Leaving this post, passing his own colleague Vadim Borisovich (Zelichenko. - Approx. amended) the right to manage the organization, I give it without debt, without problems, not counting the one - doping. I think that will remain necessary in athletics," stated the former head of wfla.

In late January, Balakhnichev announced that he was going to leave the post of President of the organization. The pretext was the series resonant doping scandals associated with the Olympic Champions in athletics Olga Kaniskina, Sergei Kirdyapkin, Valery Borchini, world champion Sergey Baculinum and silver medalist of the world championship Vladimir Kaniskina. They were caught using banned performance enhancing drugs and was disqualified.
