Putin signs decree on presidential library Vladimir Putin has signed a decree establishing a presidential library, named after the first Russian President Boris Yeltsin, the Kremlin press service said Tuesday.

The library "should link all elements of the Russian library network," Putin said during his state of the nation address April 26. He proposed naming the library after Yeltsin who died April 23.

The library will be located in the Synod building in St. Petersburg, but will have branches in all Russian regions.

The first regional branch of the presidential library is expected to open in Tyumen, West Siberia.
