Project about new mechanisms for the protection of depositors in Crimea introduced in the state Duma

MOSCOW, may 7 - RIA Novosti/Prime. The government of the Russian Federation submitted to the state Duma a Draft law aimed at the development of additional mechanisms for the protection of the rights of individuals who had deposits in Ukrainian banks working within the Crimean Federal district.

The bill sets a limit on the Amount of compensation is not more than 100 thousand Rubles. for depositors of Ukrainian credit organizations, which have placed them in deposits in the period from 2 April 2014 until the adoption by the Bank of Russia decision to stop the activities of the relevant departments of the Ukrainian credit institutions.

the same Amount of compensation is set for 2 categories of Ukrainian depositors of credit institutions: for those who do not have a full set of documents confirming the existence of unfulfilled obligations of credit institutions and the Amount of such obligations, and for Residents of the Russian Federation, had deposits in the units of the Ukrainian credit institutions within the Crimean Federal district, but not living in the Crimea.

The draft law also provides for Compensation payments to depositors of Ukrainian credit institutions having deposits of more than 700 thousand Rubles., due to the funds that were transferred to the budget of the Republic of Crimea on disposal and sales of property, which formerly belonged to the banks of Ukraine, and were sent in the form of the target property in the property of the Autonomous nonprofit organization " Fund of protection of depositors."

The amount of such payments will be determined by prorating property contribution funds between depositors According to the size of their rights (claims) that exceed 700 thousand Rubles..

now compensation includes cash placed by physical persons and individual entrepreneurs or in their favor until 2 April, 2014 at the Ukrainian credit institutions due to the contract of Bank Deposit (account). Compensatory payments are made on the territory of 700 thousand Rubles. subject to confirmation of unfulfilled obligations of the Bank to the depositor and the size of these obligations, and only with respect to investors having a domicile within the Crimean Federal district.

along with this, in the circumstances of the termination of the activities of credit institutions within the borders of Crimea, the majority of depositors were deprived of the opportunity to obtain documents confirming the Amount of unfulfilled obligations.

according to the estimates of the Fund of protection of depositors, as of 1 April 2015, this problem prevents the satisfaction 50 thousand claims 38 thousand depositors totaling $ 3, 3 billion.
